i mean it was intended to be a slow paced game as a counterpart to their other franchise Uncharted which was more arcadey and fast paced.

Also to put into perspective, the first TLOU is as old now as Deus Ex was when TLOU released, which speaks of the quality of TLOU since it holds it’s weight technically to this day.
